Definitely! So the first question. In order to apply jQuery on my HTML pages, I need to know a good deal of selecting the tag elements. Is that correct?

Yes. Selectors are one of the major aspects of jQuery. They're well-covered in the book, in the official online documentation, and there's a reference card available from DZone.

jQuery is lighter-weight and less obtrusive. Dojo has a more extensive widget set but is more intrusive and heavier. In my personal trials I've also found Dojo less stable.

Both are fine libraries, but I prefer jQuery for its lighter weight, stability and unobtrusiveness.

I'm curious to know what went wrong on the stability side. Could you please share on this?

Any idea on why Struts 2 uses DOJO?

It's been a number of years so I can't cite details, but I remember a lot of things that just didn't work as documented. I'd assume that things have improved since then.

And no, I'm not a fan of frameworks like Struts so I have no idea of the history behind it.
