ftp connection problem

I am using XP and want to connect to Linux ftp server.
From the command promt I issued the command ftp 192.168.9.83
But it's showing connect :Unknown error number.
Can anyone tell me what the problem is as it's stopped me from
proceeding any further?

It's hard to say where the problem is with so little information.

Maybe a firewall on Windows or on the Linux machine is blocking the connection. Is the FTP server on the Linux machine running? Can you connect to the Linux machine via another way?

I guess there's some issue with my Linux box as I am comfortably connected to
Solaris box with the same command.
