how to design a tool interface ?

Now I have implemented the tool。 But I find the tool only can finish the specified task, it can not do more task.
I think many GNU commands is very useful. They have many arguments to realize many functions. So I want to let the tool do like these GNU commands.

Any suggestion to do this? Or some book about this?
