where to use c3p0 jar

i have a web application ami need to use c3p0
or is it useful only when there are lot of transactions in application,say a enterprise application?

Connection pooling is useful in nearly every situation.

If you have a web application it is probably deployed in a Servlet Container, which will provide its own connection pool. I'd favour that over c3p0 if it is there, simple because it is one less thing to need to configure.
