not able to run struts-example.war

Hello all!
I am new to struts.....
I have downloaded struts version 1.1b bin direcory and followed all the instruction to install the same...
I am trying to run the struts-example(which comes with binary distribution) on tomcat ver. 3.2.4. which the documentation says can be done by inserting the corresponding .war file in the webapps folder.
but i get the error message
Missing message for key index.title
what could be the reason for this?
pl. pl. throw some light....
also give me an idea as to where to look for the information in terms of step by step development of ur own struts application...r there good books available in the market??? what r the useful links on the net???
pl. help...
