error while using 2 strut-config files for 2 modules.plz guide

i am a newbie to struts.
i have 2 modules..and one struts-config file for each.But iam getting the error as cant find actionmapping for /confirmAdd(this is the uri). i dont know where is the error..plz guide me
my struts-config file is

and in web.xml the relevant portion is

i have my jsp pages in Tax/TaxGroup/ directory and my action uri is
