entry of a key for Struts validator

I have a query regarding the struts validator framework.
The alert displayed if a particular condition fails is taken up from the validator-rules.xml
eg. if a field is a required field and leave it blank it gives me an alert as in validator-rules.xml
But it is also required to put the same entry in resource file.
because if this is not done then it gives a BLANK ALERT
Why is it so? If the message is already present in validator-rules.xml then why need an entry in resource file also
