Is it possible in Struts to design multiple controllers for different sub-applications and have the control sent to these controllers from a "master" controller? Your help would be appreciated

ActionServlet is that "Master Controller" you are talking of. It is the one that intercepts all the requests (pertaining to one url path/suffix mapping) and then forwarding to requestprocessors of individual application module.
