Which framework to use

Hi all

I am planning to do a project, in my project i would have to deal with forms which could go upto 3-4 pages (basically review forms for the employee)
an employee can save an incomplete form and can come back to the same form again and once submitted it should notify the manager.

Can any one tell me is there a module/framework which has most of these existing features.. I have seen JSF has inbuilt cases like these.

any suggesstions ?
