DB Connections max out

Hi I am new to DB.
I have database connections max exceeding out. I have many different nodes of server, balanced by load balancer.
I get max connection pool someitmes, which I see 32 (maxed out).

They dont get reset, even after webserver restart. Looks like they have hung in the db server after the query is sent.
Please help. Would like to know what is causing it? why are the connections not resetting after webserver restart?

Do you always call connection.close()?

please display the code you use to open and use a JDBC connection.
 
Don't get me started about those stupid light bulbs.
