It may be part of the JDK's own source (http://java.sun.com/javase/downloads/index.jsp, see "Java SE 6 JDK Source Code"). If it isn't then you're out of luck, because it simply will not be publicly available.

You should know that using classes inside any package that starts with sun, sunw or com.sun is discouraged as they can change or even disappear without any notice, and your program may be broken if that occurs. For instance, I've seen one program that only works for Java 1.4.2_08. Even Java 1.4.2_10 broke the program because it could not find such a class.

The most commonly used class from that package is probably the base-64 encoder/decoder; if that's what you're looking for, then you should use the Apache Commons Codec library instead.
