They are 2 different things.

Sturts is used to perform the MVC model, while Tiles is the presentation. For Struts, you never care how the view be displayed. Tiles, on the other hand, is a template framework that make the view simpler. You can configure the header, footer and content of each individual view. It also provides a layout, so that you can customize the layout of each different page.

Tiles should be a template aims at simpifying the coding of the HTML layout.
