What's the best Software to make CSS style sheets? I cannot afford dream weaver. I am sure some software is used to create these style sheets. I found one at coffee cup for $34 but I am not sure if that's the best I can do.

Personally, I'd recommend learning CSS and writing it by hand.

Agreed; a text editor is your best bet (one with syntax highlighting). Some IDEs have good support for CSS and will highlight probably errors as well.
