CSS is not get included in Richfaces while using DOJO

hello friends,
i am sandeep from mumbai [india],
i am using Spring web-flow with Richfaces,
and i am writing code for clientside validation is as,

but i have created some another project integrated the same DOJO toolkit and Spring webflow with richfaces,
in that project the line,

what are the configuration i need to made for this?
i could not figure out,
please help me to solve the problem,
