Compile Error: The prefix "util" for element "util:list" is not bound.

I am getting "The prefix "util" for element "util:list" is not bound." compile error on the "util:list" line below (marked with ***):

How do I get rid of this error? Any info, hint, suggestion will be greatly appreciated.
