Dynamic CSS

I'm making my first web site (usually, Im on the backend), and I was wondering if any of you ever use dynamic CSS. Do you dynamically change the values in the html (inline css) or in the css stylesheet?

reason i ask is, im making a component where i want the css, html and associated java code in a single entity so it can be popped in as a jsp tag .. i wanted the designer using the tag to have control over the styling.. any best ways?

You'll need to explain what you are trying to accomplish better.

But usually changing class names is the means to effect dynamic style changes.

I guess the problem is, I'm not sure what I am trying to do. A thought just entered my head where I thought, does anyone generate dynamic CSS? For example different CSS generated on the fly. For example, If I had a color palette on the screen where the user could change the background color, would it be feasible to set the css background color for that user through css (just an example)



 
It is sorta covered in the JavaRanch Style Guide.
