Same application different machine won't run...

I'm not sure why I can't get this application to work on another machine. It has to have something to do with the database. If I remove the <data-sources> tag (and all subtags) the application will load. if I leave it in it won't load up. I have the same version of mysql on both machines, I have the same tables, the only difference I can tell is the OS on one machine is windows 2000, on the machine it works on is windows XP. and the windows 2000 machine has tomcat 5.5.3 whereas the the windows xp machine has 5.0.28.

I'm not sure whats up I can log into the database from the command line, so I know its running. It just seems tomcat/struts can't? Any Idea what it could be?
