This is actually a very hard political question. The answer varies depending on who you ask. For example, Russia invaded Georgia two years ago, and claims that two small areas are now independent countries, no longer part of Georgia. So if you ask the Russian government for their list, they include the two small countries, yet the US and other countries do not recognize them. Same issue with the Balkans, where Serbia, Kosovo, Bosnia, etc. have been fighting for hundreds of years.

So with any answer, to be complete, you have to include who the source is. Perhaps you like the United Nations list, perhaps not.

A lot of people have solved this problem by taking the list of the countries produced by the ISO. I forget the ISO-number but probably one of Jeanne's links referred to it.

The amusing part of this is that some of the "countries" on the list are places like Bouvet Island, which is a barren, wind-swept, uninhabited rock in the Southern Ocean. If you want to find websites who have taken the ISO's list and used it in their "Country" selection drop-down, you need only use "ghana bouvet" as your Google keywords.

And like nearly all other organizations, ISO has its own political spin. A programmer can justify using nearly any list, but its important to recognize that any list is the result of politics and wars.

Also, do you need to account for historical changes within our lifetime? For example, if you're dealing with current mailing address country or country of citizenship, you might not need "Soviet Union" or "Czechoslovakia," but if you're dealing with country of birth you may.
