Sure.

for example i want to create a java component which can able to create a couple of service ports. These service ports gets data from external sources.

And also i need to access this java component from my webservice so that i can send the same data to clients.

As per my understanding, you can create an interface to talk to your java component then use axis java2wsdl tool to create a WSDL. This WSDL may be used by webservice client interested in your component.
