How to configure j2ee container in Websphere 5.1 to allow user threads

I am trying to schedule a task using quartz timer library. In order for the scheduler to automatically start, one of the requirement given is I need to configure the j2ee container to allow user threads. Can someone help me out on how to configure j2ee container in WAS 5.1 to allow user threads
