No offense, but this really isn't a great question to ask here.

You're basically asking someone to design your application for you while saying, "By the way, I need it to use Struts." Not that application design questions are completely taboo - it's certainly acceptable to propose a design and ask for feedback. Just please show us that you've done some work before asking us to do it for you.
