Struts and Tiles

I have an application where I would like to have a menu on the left hand side and content on the right hand side. I am having problems sizing the tiles. Can anyone point me in the right direction?

What approach have you tried so far? I suspect that a typical solution is to use tables in the base template. Here is an example (I tweaked the format and removed some stuff, so this might not be exactly correct, but it should give you the basic idea):
