I don't think spaces are allowed in a URL/URI. You will need to encode it.

Don't know. It has been that way -- for as long as I can remember. Maybe you can do some research and report back here.

Is "127.0.1.1" a typo? Should that not have been "127.0.0.1"?

"Connection refused' means that there is nothing at the address you're trying to connect to that is waiting to accept a connection.
