I am planning to highlight Availability during catastrophic failures as Risk with Mitigation plans documented.

However For 99.99% stated availability, is it expected that I plan for Disaster Recovery in the Deployment Diagram?

You need to show you've planned for disaster, yes. Probably via failover of some sort. It's likely you wouldn't have a recovery plan though - just one direction.
