Trouble mounting an additional context path using embedded Tomcat server (Maven-Tomcat plugin)

I'm using Maven 3.0.3 with the Tomcat plugin. When running the embedded Tomcat server, I want to add an additional context path and map it to a directory in my project. But my app is not serving the resource properly (nothing is produced in my browser when I visit http://localhost:8080/my-context-path-web/myresource). I'm launching my app like so

I want to map "my-context-path-web" to the directory "target/web". So I have this context file

Here is how I configure my Tomcat plugin. Any ideas what I'm doing wrong? I have confirmed that the path to my config file "/config/tomcat/context.xml" exists.
