i want to know that has spring some capabilities for madule programming that programmer add futures to site by program and add distinct module?

Here's a blog post from SpringSource on how to build Modular Web Applications.

SpringSource dm Server is the server that you would use to host a modular web app.

The basis of all this is a project called Spring Dynamic Modules for OSGi that allows Spring to integrate into the OSGi framework.
