In struts 2 all the request's goes through PrepareAndExecute Filter, you can assume it as front controller. (You can write a custom interceptor to achieve this but in my opinion just override PrepareAndExecute filter. To be frank there is no difference between filters in servelts and interceptors in strtus2 and can call PrepareAndExecute Interceptor is global interceptor. check whether the user have accessibility to access the resource and make the decision.
