how to get the display tag behave for the locale chage.

I am using the display tag in my application which has Column Names and the customized Pagination header coming from the properties file.
I am setting the object "org.apache.struts.action.LOCALE" in session with the current locale to get the labels and texts to come from the properties file and it works fine.
The problem is that the display tag does not get the locale applied and it gets the values for the Column names and Pagination header from the default properties file (ApplicationResources) and not from the one which is being used by the other labels and texts on the page according to the locale. Please tell me what setting will make display tag pick the right locale applicationResources file.
