Where to put keys?

If I can't use resource files like ApplicationResources.properties and I need to set two keys:
button.add=Add Record
button.delete=Delete Record
These are used by LookupDispatchAction.

Can this be done in some other file, like in the JSP page or struts-config.xml?

Regarding your question: I'm afraid I don't understand very well what you're asking. Why can't you use files like ApplicationResources.properties? If you want to use LookupDispatchAction, you don't have any choice but to use resource properties files.
