Building URI in REST webservice ? Why is it important ? Benefits?

Coming from developing SOAP based web services using WSDL , I cant seem to understand the importance of building URIs in REST based webservices.
I have come across a dozen examples in which after a put or a post a URI is built ? Why is a URI built ?? I would appreciate it if someone could explain this concept to me ?
