jsp:include causes StringIndex OutOfBoundsException

I'm doing some maintenance coding, trying to move a bunch of scriptlet code into Struts actions.

The problem I run into is with this line:


Something about that include causes a nasty stacktrace:

I'm using OC4J 10.1.2 as my app server, and Java SDK 1.4.12.

Um, guys, just because I happened to use the word Struts in my post does not make this a Struts issue. However, my one my team members pointed out the error:

This is horribly, horribly off-topic for the Struts forum. I highly recommend an admin close this topic and move it to the JSP forum.
