We have a problem where the hottest topics stay the same because they are the first ones everyone checks - so they just keep staying hot.

Is there a way to configure JForums to show say the hottest topics from the last 24 hours or so?

Currently there's no such feature. You might be able to tweak the SQL command for deriving the hottest topics maybe a bit, though I have to admit I didnt read into it yet mself. But it gives you a place where to start.
