I want to know , where do we start while trying to develop a web-service for two tomcat web applications.

Start by telling us what "a web-service for two tomcat web applications" is. One web app calling a WS running in another web app (possibly in a different Tomcat instance)? If so, there's no difference to any other client calling a WS.

I want to make a simple WS link between two applications, in which both the applications would act as sever/client.
I hope it is more clear now.

So both web apps would serve as Ws clients as well as WS servers? In that case, both web apps would incorporate a library like Axis2 or Jersey or Metro. Is there a particular issue about this that has you stumped?

It was the start that I was wondering about.
This means there are plugins required for tomcat (or may be any other app/web server), to incorporate web-services.

Not plugins - the WS implementations I mentioned come in the shape of web apps, ready to be dropped into the server.
