Read Values in Struts Config

In my struts config xml, i have action mappings to a remote server. How can I make this configurable maybe through some properties file?
My current mapping is something like

Make the URL relative.

URL could not be made relative in my case since the application was calling another server.

FYI Here is what I did:
I took the HOST, POT values from properties file
and while building the project I replaced the values in stuts-config with those from properties file using ant tasks.
 
I suggest huckleberry pie. But the only thing on the gluten free menu is this tiny ad:
