Check out the diffrent review comments on various Struts books at www.amazon.com. Look through the sample chapters and see if you like the style, examples, etc. Personal preferences will vary. Some like more examples whilst others prefer fundamentals expalined with good diagarms, etc.

Struts 1 or Struts 2? They are very different, so you'll want to be sure to get a book that matches the version you want to learn.
