Looking for a framework

It seems that most of my time is spent developing 'modular' web applications ( i.e. Content Management Stuff ) where there is a menu with links to several modules that are independent of each other. Is there any framework that is built around this premise, It would need a pluggable login interface, single template based design and pluggable 'modules'.
