apache axis program to return date as "YYYY-MM-DD"

I am maintaining a legacy apache axis 1.4 program on Windows 7.
The output is:
EffectiveDate Fri Mar 01 00:00:00 EDT 2013
How to make the apache axis to return date as "YYYY-MM-DD" (e.g. "2013-03-01")?
i.e. do not write a helper function which take java.util.Date (eg. "Fri Mar 01 00:00:00 EDT 2013") as input and return "YYYY-MM-DD" (e.g. "2013-03-01").
