can we use <s:radio> tag without passing the collection in the list attribute in struts 2

I am using <s:radio> tag in struts 2 application. but i don't want to pass a collection in the required attribute list. How can i do this? I am using this code in my Action class-

and in view i have the code-

But output is not as expected. In page source of output i am getting code like this-

How to fix it? Please tell. Thanks in advance.
