how should header and footer be displayed: by adding images or by including other JSPs? or tiles?

I need to include header and footer and menu in a JSP page(build using struts). How should the header and footer be included?
a) By including header.jpg and footer.jpg and adjusting their position.
or
b) by creating separate JSPs for header.jsp,footer.jsp,menu.jsp and including these?
or
c) above ways wont work fine only option is to use Tiles?
(cant it work fine without using tiles?)

I have used option "b" in the past, though we usually end up implementing custom tags for headers and footers since they wind up being more Java code than positioning.

If you prefer option b you should see this Tiles plugin for struts

I have seen people prefer to use option b 80% of the time.
