Hi,
Webservices is like the next big thing! are there any jakarta/open source projects(other than eclipse) catering to that requirements? . Can any existing tools fits into the webservices framework?

Try Apache XML project and alphaWorks Web Services.

alphaworks WSTK seems one as Doug said
i believe opensource implementation of .NET should also be of interest http://www.go-mono.com/
( dont take me off thr forum for quoting MS stuff lol )
and tho not opensource glue is my fav for webservices

Check out http://xml.apache.org or more specifically, http://xml.apache.org/soap/index.html
You might also check out http://xmlbus.com not open source, but they do have a fair amount of imformation about Web Services as well as a free version of a web services development kit.
