BPM Tools that can be easily customized without getting too much inside the code

What are some good BPM Tools that can be easily customized without getting too much inside the code? The idea is to have those who own or run the business process customize and tweak the BPM functionality on their own with little or no involvement from the technical folks.

My gut feeling is that such tools with cost you a lot of money; IBM probably has something on offer. All the free tools I've seen require good technical knowledge to adapt the workflow.

There are numbers of tools are available such as Adobe, Pega Systems and Oracle , I know the BPM tool from Oracle which is called Oracle BPM Suite, Basically you don't require low details of the code,Oracle BPM is using BPMN standards with unified runtime environment.

I'm yet to see a tool that can be used effectively without some technical knowledge. Oracle’s SOA BPM suit seems to offer a lot;
but I’m not convinced that such a tool will ever exist for non trivial systems – maybe a case of candygrammar
