Please help Ithe TicTacToe GuiGame is not showing up in the pop up window

I would really like a little help please. I am at a loss. I am making a TicTacToeGUIGame Game. When I push the run button I receive the pop up window, and the
window will have 9 columns. It's suppose to have 3 columns and 3 rows. I have either done something wrong or forgot something or both. There are no errors recorded.

Where in your code are you telling the GUI toolkit that that's what you want? (Hint: nowhere). Maybe you can find another way to create a GridLayout that allows you to specify that.
 
It is sorta covered in the JavaRanch Style Guide.
