I am new to Java web services.
I was reading difference between SOAP and REST based web service.

Can I safely assume that REST based web service do not require any WSDL (or we can not create WSDL for REST based web service) ?
and for SOAP based web service, WSDL is mandatory ?

Abhay,

WSDL is not required for REST as it works on HTTP verbs(GET,POST,DELETE etc.). Your URI says what you want to do. However there is something called WADL which describes a REST service.

A WSDL is a SOAP concept, but it is not required - but highly desirable for creating client code.

It is sorta covered in the JavaRanch Style Guide.
