Agile Scrum Framework Cost and effort estimation

Recently I have passed my Scrum Master Certification. One of the book that I followed is Scrum body of knowledge book. But I have a doubt regarding Cost and effort estimation. Can we draw a table of Agile Scrum Framework in an excel format with standard Agile frameworks?

In Agile, the development team meets before starting a Sprint, and plays Point Poker for each story. The Team Leader uses tools like Rally , Rational Team Concert , or others to plug in the results of the Planning Poker party. This creates a cost estimate for the stories. The team meets a second time to choose which stories go in which sprints.

Why would Excel be better (in your opinion) than Rally, RTC, or other tools designed specifically for Agile team development ?

By the way, congratulations Jennifer, on passing your test. Have you used Agile in any development projects? Gaining practical experience will greatly enhance your understanding of how Agile works. What does "Individuals and interactions over processes and tools" mean to you?

It is the first core value of Agile Manifesto and its main focus is on people. It is people centric and their energy, innovation, and ability to solve problems. It can be readily adapted to new ideas and innovations. I hope I am right.
