not able to run hello world using struts

while running its giving 404.
HTTP Status 404 - /Struts_Hello/

server startup not showing any exception.What i am doing wrong here??

Please use code tags. They preserve your code formatting and make it easier to read.
If you don't have good reason to (i.e. you are maintaining an existing application), don't bother with Struts 1. It's dead.
What is the "structure" you posted? Is this the application as it appears in your IDE or the contents of the WAR file? I see a "welcome.jsp" in your struts-config, but not in your structure. I don't see any Struts JAR or its dependencies. Are you referring to a tutorial?
