Getting Started with JAX-WS Web Services, do not starting.

Hi,
i'm getting started with:
https://netbeans.org/kb/docs/websvc/jax-ws.html

but when check web service:

schema_reference: Failed to read schema document 'CalculatorWS?xsd=1', because 'http' access is not allowed due to restriction set by the accessExternalSchema property.

then, adding:
1)netbeans.conf:

netbeans_default_options=" -J-Djavax.xml.accessExternalSchema=all -J-client -J-Xss2m
-J-Xms32m -J-XX:PermSize=32m -J-Dapple.laf.useScreenMenuBar=true -J-Dapple.awt.graphics.UseQuartz=true
-J-Dsun.java2d.noddraw=true -J-Dsun.java2d.dpiaware=true -J-Dsun.zip.disableMemoryMapping=true"

restart NetBeans, and nothing changed:

What is is wrong in my "getting started" ? =)
