Does your book explain how to user programming APIs for working with PostGIS ?

As a Java programmer I am interested in Java API for PostGIS.

You could use GeoTools which is a Java library providing methods for the manipulation of geospatial data. And it has a plugin to direct access a PostGIS database using JDBC.
