How to expose only expected Soap services

The application has a list Soap and Rest services which should be available in one environment, and not available in another environment.
I wander if the application can register available service list at Application Server start up time based on environment property files.

I did the implementation for Restful service by registering Restful classes in javax.ws.rs.core.Application.java file, which I get class names from environment property file
. After Server starts up, only the services in Restful classes registered are available.
But I do not know how to register Soap services in a similar way. We use JBoss EAP 6.1 server.
