If I answer a practice question incorrectly, are there explanations given by the software that explain why each answer is correct or incorrect? Does the software provide links to documentation and other reference materials if I want to learn more about a particular concept?

Yes you can get full explanation with online reference URLs.
Take trial exam for http://www.myexamcloud.com/onlineexam/viewStudyPlan.html?s=qcLSFRvZllU= and access http://www.myexamcloud.com/onlineexam/exam/getEBooksForQuest.html page and click Read Answers to view explanations.
