Struts2 action nls properties support for different countries/regions

Different countries/regions may have different text for the same language. If the key cannot be found in the country-specific properties, can automatically go up to search the Default properties. Does Struts2 has built-in support for this? If not, how to program to support such requirement? Or any better way to support multiple countries?

For example,
Default:
  • myaction.properties
  • myaction_zh.properties
  • myaction_zh_TW.properties


  • Taiwan:
  • myaction_TW.properties
  • myaction_TW_zh_TW.properties


  • Singapore:
  • myaction_SG.properties
  • myaction_SG_zh.properties
  • myaction_SG_zh_TW.properties
